🚨 EMERGENCY DECLARATION: Borough of Freedom 🚨
Freedom has officially declared a State of Disaster Emergency due to Winter Storm Fern. This declaration is effective immediately through Monday, January 26, 2026.
IMPORTANT SAFETY INSTRUCTIONS:
• Stay Home: Residents are strongly advised to stay indoors and ride out the storm.
• Clear the Roads: Keep all cars off the roadways. Ensure vehicles are removed from designated Snow Emergency Routes to allow for efficient plowing and emergency access.
• Emergency Personnel Only: Only PD, FD, and EMS first responders should be on the roads. These responders are operating at their own risk to handle life-safety incidents and infrastructure issues.
The storm is expected to bring 7 to 14 inches of snow and dangerous wind chill temperatures. Please prioritize your safety and the safety of our emergency teams.

BOROUGH OF FREEDOM, BEAVER COUNTY, PENNSYLVANIA
RESOLUTION NO. 2026-02
A RESOLUTION OF THE BOROUGH OF FREEDOM, BEAVER COUNTY, PENNSYLVANIA, DECLARING A STATE OF DISASTER EMERGENCY WITHIN THE BOROUGH DUE TO A PENDING SEVERE WINTER STORM.
WHEREAS, the Borough of Freedom is facing a forecasted severe winter storm beginning Saturday evening, January 24, 2026, and continuing through Monday, January 26, 2026, with predicted snowfall totals of 7 to 14 inches and dangerous wind chill temperatures; and
WHEREAS, this storm threatens to cause significant injury, damage, and suffering to the persons and property of the Borough of Freedom, potentially resulting in impassable roadways, power outages, and hazards to public safety; and
WHEREAS, Governor Josh Shapiro signed a Proclamation of Disaster Emergency for the Commonwealth of Pennsylvania on January 23, 2026, in anticipation of this event; and
WHEREAS, emergency management measures are required to protect the health, safety, and welfare of the residents and to ensure the restoration of essential public services; and
WHEREAS, Section 7501 of the Pennsylvania Emergency Management Services Code (35 Pa. C.S. § 7501) authorizes the Borough to declare a local disaster emergency to facilitate a prompt and effective response.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council and the Mayor of the Borough of Freedom, Beaver County, Pennsylvania, as follows:
Declaration of Emergency: A State of Disaster Emergency is hereby declared within the Borough of Freedom, effective immediately, to remain in effect through Monday, January 26, 2026, unless extended or terminated by further action of Council.
Activation of EOP: The Freedom Borough Emergency Operations Plan (EOP) is hereby activated. The Emergency Management Coordinator is directed to coordinate all activities of the emergency response and to activate the Emergency Operations Center as necessary.
Emergency Procurement: Pursuant to 35 Pa. C.S. § 7501, the Borough of Freedom is authorized to bypass normal time-consuming bid and contract procedures to meet the demands of this emergency, including the employment of temporary workers, the rental of equipment, and the purchase of necessary supplies and materials.
Public Safety Measures: Residents are urged to avoid unnecessary travel and to remove vehicles from designated Snow Emergency Routes to allow for efficient plowing and emergency vehicle access.
Agency Coordination: The Borough shall coordinate with the Beaver Valley Regional Police Department and the Freedom Volunteer Fire Department to ensure a unified response to life-safety incidents and infrastructure issues.
DULY ADOPTED this 25th day of January, 2026.

Due to Winter Storm Fern this weekend, the Freedom Borough office will be closed on Monday, Jan. 26th, 2026.

Hello Residents & supporters of Freedom Borough! My name is Johnathan Bruce and I am a Boy Scout from Troop 444. My Eagle Scout project is to fix the Ashland Park basketball court.
My current plans are to replace the court with concrete or resurface the existing platform, depending on funding. We are also planning to replace the backboards and repaint the poles.
I am seeking help with donations of funding, experience, materials, or whatever assistance you may be able to provide.
